Department Summary
The Distributed Resource Planning (DRP) Team integrates a diverse set of activities in the field of distributed energy resources (DERs) under a single, consistent analytical framework to support PGE’s near-term and long-term planning and market engagement strategies. The DRP Team establishes, plans and values distributed energy resources, while serving as a subject matter expert on DERs throughout PGE and with external stakeholders, regulators, and customers. Core activities under the DRP Team include forecasting DER market size and customer adoption, establishing valuation methodologies to reflect market and regulatory developments, technical outreach and facilitation, community engagement, and leading the integration of DERs into the PGE’s Integrated Resource Plan (IRP) and traditional Distribution System Planning (DSP) process.

Position Summary/Purpose
The Distributed Resource Planning Project Manager role is critical to informing and executing PGE’s Distributed System Planning (DSP) Filing under Oregon Docket UM 2005. The DSP will be filed to the Public Utility Commission of Oregon (OPUC) in two parts: Part 1 is due on October 15, 2021 and Part 2 is due on August 15, 2022. The position will support the DRP Team by working cross-functionally to support and manage the DSP. This role will maintain strong relationships with regulators, customers, communities, and interested stakeholders needed to assist in advancing PGE company initiatives, as well as regulatory policy goals. Lastly, while serving as a DSP advocate, this role will plan, monitor and manage presentations, reports, data, and projects from initiation through completion, secure required resources, develop formal processes, identify risks, ensure transparent data and tools, complete deliverables on-time, and manage project budgets, where applicable.
Responsibilities
• Develops project plan(s) including scope of work, schedule and cost baselines, dependencies and project roles and resource requirements; identifies project risks and mitigation strategies; partners and strategizes with such teams as Integrated Resource Plan, Load Forecasting, Finance, Transmission & Distribution Engineering, Rates & Regulatory Affairs, Grid Products & Integration, Supply Chain, Legal, IT and project sponsor on vendor contract negotiations.
• Responsible for leading a single moderate-sized projects or for leading multiple minor projects. Project types include, but are not limited to, business systems or process improvement, department reorganizations and strategy implementation, training, feasibility studies and pilots.
• Consults with operations managers to ensure strategic alignment, cost effectiveness and mitigation of negative operational and/or customer service impacts of business initiatives and projects; works with project sponsor to develop objectives and scope; assists in or develops business case/justification.
• Leads multiple project teams or one major team in completing a project. Provides staff leadership to team members; facilitates team meetings, cultivates and reinforces group values, norms and behaviors; provides guidance and motivation to team on performance and productivity issues; ensures compliance with established project management methodologies and standards; takes corrective action as needed.
• Establishes and maintains formal controls to manage and monitor project budget, scope, quality, schedule and risks to ensure projects are completed on time, within budget and effectively. Negotiates necessary project changes with project sponsor. Maintains, adjusts and updates project plans as needed.
• Develops communication plans and strategies; provides timely, accurate communication of project plans and status to stakeholders.
• Leads and/or facilitates distributed resource planning activities; assists managers and subject matter experts to identify, understand and improve or revise processes, practices and policies; assists managers in establishing process controls in order to measure baseline and post-improvement performance to monitor success of improvement initiatives.
• Ensures all project documents are catalogued and archived in a secure and efficient manner; documents and files all “lessons learned” along with all project artifacts.
• Partners with project managers to improve overall organizational competencies in project management; collaborates with project manager peer group to continually improve.

Minimum Qualifications
• Requires a bachelor’s degree in environmental science, natural resources, business, communications, psychology or computer science or other related field or equivalent experience.

Desired Qualifications
• Typically five or more years in project management or a related field. (e.g., scheduling, project coordination, business analyst).
• Experience working with cross-functional teams.
• Strong written and verbal communication skills.
• Ability to solve practical problems and to deal with a variety of concrete variables in situations where only limited standardization, information or data exists.
• Skills in analytical and strategic thinking.
