Position Overview

We are seeking an experienced marketing contractor to support the development and deployment of Medicaid member communications related to expansion plan requirements driven by OB3 regulations. This role will be responsible for creating and executing member marketing campaigns that help health plans meet contractual obligations, regulatory requirements, and member engagement goals.

The ideal candidate brings strong experience in healthcare marketing, regulatory communications, and campaign execution within a complex, matrixed environment. This individual will work closely with health plan partners, compliance, operations, creative, digital, analytics, and member experience teams to deliver compliant, member-centered communications across multiple channels.

Primary Responsibilities

  • Lead the development and execution of Medicaid member marketing campaigns designed to support OB3-related expansion plan requirements and contractual obligations.
  • Develop integrated, omni-channel communication plans across print, digital, email, SMS, outbound calling, and other member touchpoints.
  • Ensure all communications comply with state, federal, contractual, and regulatory requirements while reflecting the voice and needs of the member.
  • Partner with health plans and cross-functional stakeholders to understand market-specific requirements and implement localized communication strategies.
  • Coordinate creative updates, versioning, and deployment of member-facing materials in partnership with creative services and production teams.
  • Manage campaign timelines, approvals, and implementation activities to ensure communications are delivered accurately and on schedule.
  • Collaborate with compliance, legal, regulatory, and operations teams to ensure required messaging and reporting elements are incorporated into campaigns.

Required Qualifications

  • 3+ years of marketing experience working in a complex, matrixed environment.
  • Experience developing and executing member marketing or engagement campaigns within healthcare, Medicaid, managed care, or highly regulated industries.
  • Experience managing multiple projects simultaneously while meeting aggressive timelines and deadlines.
  • Strong understanding of regulatory and compliance considerations associated with member communications.
  • Experience developing and executing communications across multiple channels, including digital and traditional marketing platforms.
  • Proven ability to build relationships and collaborate effectively with cross-functional teams and senior stakeholders.
  • Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
  • Proficiency in Adobe Workfront

Preferred Qualifications

  • Medicaid, managed care, or health plan marketing experience.
  • Experience supporting communications related to eligibility, enrollment, renewals, work requirements, or other government-sponsored healthcare programs.
  • Knowledge of state-specific approval processes and regulatory requirements for member-facing materials.
  • Experience developing and executing omni-channel member journeys with measurable outcomes.
